The Petroleum Upstream Unit in the Presidency will start consultations on the draft National Upstream Local Content Policy on 1 September 2025.
The policy is designed to ensure Namibians benefit directly from the country’s oil and gas discoveries.
The consultations will begin in //Karas Region before extending to other regions.
Deputy Head of the Petroleum Upstream Unit in the Presidency, Carlo McLeod, said the policy ensures Namibians, local businesses, and institutions are part of the petroleum value chain.
“The National Upstream Local Content Policy is essentially a framework to ensure that Namibians fully benefit from the opportunities arising from oil and gas developments in our country,” said McLeod.
McLeod added recent offshore discoveries make it crucial to lay a foundation for Namibians to be active participants, not just spectators.
“With recent discoveries offshore Namibia, we are entering a new era, and this policy will guide us how we integrate our people, our businesses, and our institutions into the petroleum value chain. Hence, it is important that at this stage, while we are still developing, that we get this framework set up as soon as possible and lay the right foundation now so that Namibians do not remain just spectators, but rather also become active participants and beneficiaries,” said McLeod.
He added that the policy promotes partnerships, sets local content thresholds, and helps SME’s become competitive and sustainable.
McLeod urged communities to contact local governors for venue details to help Namibia’s oil and gas resources create jobs and growth.
President Netumbo Nandi-Ndaitwah recently moved the Petroleum Upstream Unit to the Presidency from the Ministry of Industries, Mines and Energy.
