The Presidency through its Upstream Petroleum Unit, hosted public consultations on the draft National Upstream Local Content Policy in Lüderitz on 1 September 2025. The consultations form part of nationwide engagements to ensure Namibians benefit from opportunities in the oil and gas sector.
These stakeholder and community consultations on the draft National Upstream Local Content Policy commenced on 1 September 2025 and will continue until 17 September 2025 in all 14 regions of the country.
The Governor of the //Kharas Region, Mr. David Gertze, stressed the importance of inclusivity and shared prosperity, while Mr. Carlo McLeod, Deputy Head of the Upstream Petroleum Unit, reaffirmed the government’s commitment to collaboration, skills development, job creation, and local business empowerment. The policy aims to maximise Namibian participation in the petroleum sector through
skills development, local ownership, and supplier opportunities. Consultations will continue across the country to gather broad-based input before finalisation.
Lüderitz residents welcomed the consultations with optimism, while also highlighting challenges such as skills gaps and limited business capacity that must be addressed. The next public consultations will be held in Keetmanshoop on Wednesday, 3 September 2025, as well as in Mariental, in the Hardap Region, on Friday, 5 September 2025.
The Presidency is pleased to invite the public (including the business community, youth, local authorities and all other relevant stakeholders) to participate in these regional consultations on the National Upstream Petroleum Local Content Policy
